Copwatch - These Streets Are Watching
"Copwatch (also Cop Watch) is a network of United States and Canadian volunteer organizations that "police the police". Copwatch groups usually engage in monitoring of the police, videotaping police activity, educating the public about police misconduct, and advocating for more accountable law enforcement practices" -

That being said, I have been a victim of police brutality and rebelled and things got real ugly for everyone. It was a serious mistake.
BUT, IF these people would request a meeting with the Press AND the Police after organizing, BUT BEFORE, taking to the street; those decent cops would appreciate it and the others would be more inclined to get-in-line.
It could actually help to restore public confidence in local police agencies. But, it should be ALL up front BEFORE any activity beyond recruiting is taking place.
Then, a permit for a block-party (park-rally etc.,) should be gotten. Invitations to the police and the local media outlets from CopWatch should be extended and both should be foretold that they had jointly been given invitations along with those people living in the area.
The local people could be asked BEFORE a permit was sought as to whether or not they would like to learn more about their rights and CopWatch as a prelude to activating in that area. Otherwise they should channel themselves where needed most.
they're just a nuisance. for example, at one point a cop is trying to explain to one of them why he wanted them to move away (because they were too close to the incident and he needed some space for both his and their safety), and the kid with the camera is shushing him and telling him to relax and saying "it's ok, shhh, relax man, it's ok, it's ok". it was obvious he was trying to antagonise the cops. it's childish, annoying, and making a hard job even harder. at another point, the cop asks if the copwatcher wants his badge and name - no aggression shown or anything; just trying to get the copwatcher 'satisfied' so he stays out of the way - and instantly the copwatcher responds saying yes, but then just HAS to add "IT'S MY RIGHT" as if the cop had ever attempted to refuse his right. it's just childish and annoying. a really pretentious attitude.
copwatchers: get an education, get a job, and get a life.
