This is what we call an "Organ Donor" on a "Donorcycle" in the United States. He can outrun the cops, but not the Grim Reaper. Death will come to him one day...when he breaks something on the bike, blows a tire, hits a patch of oil, or T-Bones another vehicle. Be sure to have the Snow Shovel ready to scrape his body parts off the road. Put his organs on ice so someone else can use them. In some parts of the US, in rural areas, if the cops catch him....He might be shot for resisting arrest or for charging toward an officer with a "Deadly Weapon". Madman is a good term for this nut with more Balls than brains. Hope his will is up to date, and he signed his donor card.
