Grass (1999)

"This film explores the history of the American government's official policy on marijuana in the 20th century. Rising with nativist xenophobia with Mexican immigration and their taste for smoking marijuana, we see the establishment of a wrong headed federal drug policy as a crime issue as oppposed to a public health approach. Fuelled by prejudice, hysterical propaganda and political opportunism undeterred by voices of reason on the subject, we follow the story of a costly and futile crusade against a substance with questionable ill effects that has damaged basic civil liberites." -imdb.com

Some EU contries have sadly initiated a more US policy. In DK, Authorites have increased the pressure on Freetown Christiania, hasklubs and the general sale of Cannabis by increasing fines.
Simultaniously, the quality of the basic medical coverage has declined and becoming more hollow - leaving it to each financial status to assure proper coverage.
The rest of the world followed the US-initiated UN single-treaty 1961 with hopes for a better world. Along with the World-bank offering loans and generous funding - but hardly paying for the prohibition damages.
In India, millions became heroine addicts, poor countries victims for crime and corruption, and the rest left with offending criminal laws, which are authorites weapon to control individual integrity & morality.

True, i live in Holland where it is somewhat legalised (legal to buy it, use it, sell it but illegal to deliver it to the selling point) and the percentage of users in Holland is lower than in surrounding countries. We try it and when we don't like it we don't do it anymore, but forbid something and it adds a thrill ! But i'm sure the prison-industrial-complex is happy the way it is.

I am amazed at the amount of money spent by the US in the "fight against marijuana" no wonder they can't afford to provide basic medical coverage for their people. It's all about fear mongering and propaganda to hide what the real criminals are up to.
