I have not seen this film, but I think it is highly unlikely that America would have any deliberate involvement in the sinking of a Russian submarine at a time when Russia was transitioning from communism to capitalism. It does not make political sense to risk messing things up when things were going so good. Of course, if the submarine were a threat, then that is an entirely different matter.

Has no-one tried to speak with the crew of the two American subs? Seeems to me that maybe that's the best place to start if anyone wants to find out what really happend that day.
